Finance Usec De Leon named national treasurer

MANILA, Philippines (UPDATED) - Finance Undersecretary Rosalia de Leon has been appointed as the Philippines' new national treasurer, replacing Roberto Tan, who now sits as Executive Director of multilateral lender World Bank in Washington, D.C.

De Leon took her oath of office before Finance Secretary Cesar Purisima on Friday, November 9.

As Undersecretary of the Finance department's International Finance Group, De Leon represented the department in multilateral and regional financial fora and cooperation; formulated the government?s debt financing strategies; managed the risks of the public sector debt; and executed liability management transactions covering the country?s external debt portfolio.

Prior to her appointment as Undersecretary in September 2010, De Leon held several key positions in the Department of Finance (DoF), including Finance Secretary's Chief-of-Staff (July 2005 to June 2010), and OIC-Head of International Finance Group (July 2007 to September 2010).

De Leon earned her Master of Arts in Development Economics from Williams College Massachusetts and Bachelor of Arts in Economics from the University of the Philippines.

The DoF also announced other appointments:

  • Assistant Secretary Maria Edita Tan, who has been with IFG?s International Finance Operations since 1992, will now serve as OIC of the International Finance Group.
  • Finance Undersecretary Carlo Carag will take over as OIC of the Revenue Integrity Protection Service, the DoF's anti-corruption arm, in addition to supervising the Revenue Operations Group. He replaces Executive Director Romeo Tomas Jr., who resigned.
