Android smart phone question


Is it possible to configure an Android 2.3 smart phone to establish an
internet connection using dial-up via GSM rather than directly via
GPRS?

Reason for the question is that I am totally new to Android smart
phones and have previously configured a Windows Mobile 5 device to do
just this, using a geographic access number , and the inclusive
minutes on my contract. Data via GPRS incurs charges which I wish to
avoid where possible. Speed is not an issue, this is mainly just for
downloading POP3 email and Usenet for offline reading.

I've been looking for an "App" to do this but haven't found one yet -
any pointers greatly appreciated.
